PCOE’s Leadership and Learning Collaborative (LLC) offers a state‑accredited Preliminary Administrative Services Credential Program (PASC) designed for educators aspiring to serve in TK–12 administrative leadership roles in California (Intern Administrator pathway pending).


The program is delivered through a primarily virtual model, combining both synchronous and asynchronous learning experiences with a limited number of in‑person sessions. This approach is intentionally designed to provide flexibility and accessibility for participants across Placer County and beyond, while still creating opportunities for meaningful connection and collaboration.

PCOE's Leadership and Learning Collaborative (LLC) supports education leaders in their final phase of preparation through the state-approved Clear Administrative Services Credential Program (CASC).

In 24 months, candidates engage in self-assessment, professional learning, networking, individual coaching, and personal reflection within the context of their new administrative position.  Our distinguished program works closely with beginning education leaders in completing all requirements for a Clear Administrative Services Credential for the state of California.
